Himachal to Emerge as Hub of Technical Education

The present era of Globalization has opened new vistas for educated youth throughout the world. Keeping in view this, the State Government has given top priority for Education including technical and professional education. 

The state government has enhanced the budgetary provisions for technical education sector by 77.89 percent. The budgetary outlay for the technical education was Rs.3899.83 lacs during the year 2006-07 which has been increased to Rs. 6936.07 lacs for the year 2009-10.

To provide placement to the youth of the State, the Government has set up placement cells in all the technical institutions of the State. Campus interviews are being arranged and placement is being done in collaboration with confederation of Indian Industry (CII) and PHD Chamber of Commerce and Industry.

The State Government has decided to open five new Government Polytechnics under 'Sub-Mission on Polytechnics under Coordinated Action for Skill Development Scheme'. These new polytechnics would be opened in the left out districts of Sirmaur, Kullu, Bilaspur, Kinnaur and Lahaul & Spiti with one time central assistance of     Rs. 1230 lacs per polytechnic. Under the Scheme, the Central Government has, in principle, agreed to provide Rs. 100 lacs per polytechnic for construction of women hostels in seven existing government polytechnics. Four new industrial training institutes will be opened at Sandhol and Bhadrola in Mandi district, Tikkar in Shimla district and Ghumarwin in Bilaspur district.

The best Technical Education for All is the motto on which the State Government is working. A Hydro Engineering College with specialization in Hydro Power Technology is being established in district Bilaspur in collaboration with National Hydro Power Corporation (NHPC) and National Thermal Power Corporation (NTPC). State Government has also decided to open an institute of Engineering and Technology at Pragatinagar in district Shimla. This institute will be opened in collaboration with Satluj Jal Vidyut Nigam Ltd.

State Government has taken a decision to open a Technical University in Hamirpur and process to make it functional from this academic session is on.

With an eye on the vast potential of tourism activities in the State, a scheme for introducing trades in hospitality sector has been started in ITI Shamshi, district Kullu, ITI Una and ITI Mandi. State Government has received Rs. 30 lacs for this purpose.

During the present State Governments regime eight new engineering colleges, eight B Pharmacy Colleges, 15 Polytechnics in the private sector and one polytechnic at Talwara in district Kangra in government sector has been set up. During this period 11 ITIs were upgraded as Centres of Excellence under Vocational Training Improvement Project. 27 existing ITIs have been upgraded

 

under Public Private Partnership Mode and grant-in-aid worth Rs. 67.50 crore has been received.

39 ITIs, 12 Industrial Training Centres and one Industrial House have been covered under Modular Employable Scheme (MES) for providing vocational training to those unemployed youth, school drop outs, unskilled workers and labour force who are employed in the industrial units.

To make technical education available for all, the department of technical education is providing 100 percent scholarship to those students of engineering, degree, diploma and craftsman streams who belong to IRDP/SC/ST/Girls.

State Government is keen to enhance the intake capacity of technical institutions and 26360 trainees were admitted to various technical and vocational institutions in the State in the year 2009-10. All efforts are being made to increase this capacity so that national targets of 500 million certified skilled manpower could be achieved by the year 2022.

The Indian Institute of Technology, Mandi at Kamand has already been established and 120 students in three B.Tech. disciplines are being admitted in this institute. A National Institute of Fashion Technology has started functioning at Chheb district Kangra with an intake capacity of 150 students in 5 disciplines of Fashion Technology.

To improve the communication skills of students, the State Government is establishing language laboratories in the vocational institutes.

Two new courses of Civil Engineering and Electronic and Communication Engineering are being introduced in Jawahar Lal Nehru Government Engineering College Sundernagar. State Government is filling up 187 posts of different categories in the technical education department.

With all these efforts being made by the State Government, Himachal Pradesh is poised to become the Education Hub of the Country especially in technical and professional education.
