Cabinet Decisions

              The Cabinet in its meeting held here today gave nod to a policy with regard to the Jal-Rakshaks in Irrigation and Public health department. The qualified Jal Rakshaks with ITI diplomas will be given quota in R& P Rules for pump operators and fitters. Those with matric and 12 years of experience will be inducted against the post of Chowkidar and pump attendants. Around 1000 existing posts of Beldars will be re-designated as Chowkidar and pump attendants. Besides, they will also be provided honorarium of Rs. 2500 per month.

The meeting was chaired by Chief Minister Virbhadra Singh.

The Cabinet decided to increase honorarium of Asha workers to Rs. 1000 per month in addition to incentives provided.

In order to provide best of health services to the people of the State as committed by the Government, a policy for sponsoring in-service General Duty Officers (GDOs) in health department in difficult, hard and tribal areas of the State was approved by the Cabinet. The GDOs would be provided various monetary and non-monetary initiatives to serve in such areas and would be sponsored for doing PG Degree/Diploma, DM/MCh. DNB Master Courses within and outside the State.

To fulfill the commitment of providing quality education at the very door step to facilitate the girl child the most, the Cabinet approved to introduce scholarship of Rs. 5000 annually  for girls of Below Poverty Line  (BPL)  families  under Beti Hai Anmol Yojna who are studying in graduate level and equivalent courses including those of Bachelor Engineering, B.Tech, MBBS, B.ed and LLB. This scholarship was already being given upto plus two level which was maximum upto Rs 2250 annually.

The Cabinet decided to provide annual increment to PAT  on lines of regular JBT. It decided to frame transfer policy for Primary Assistant Teachers (PAT). The PAT teachers will be eligible for one time transfer against a vacancy or on mutual cases after completion of three years of stay on particular station. It was further decided that only female PAT teachers would be eligible for inter-district transfer in case of marriage and not otherwise.

The Cabinet approved to create  and fill the following posts

  • 50 posts of Medical Officers (MBBS) in Health and Family Welfare Department on contract basis through walk-in- interview.
  • To create and fill up 19 posts of driver in tehsils  offices of the State.
  • To fill up 39 posts of Class-III and 33 posts of Class-IV in H.P. Beverages Ltd.
  • Approved to fill up three posts of Registrar, up-gradation of two posts of Superintendent, grade-II to Superintendent Grade-I and 14 posts of Senior Assistant to Superintendent Grade-II in Forest Department as personal measure to them.
  • Filling up of two posts of Director-cum-Principal in Hydro Engineering College Bandla in district Bilaspur and Mahatma Gandhi Government Engineering College, Kotla (Jeori) in district Shimla on secondment/deputation basis.
  • Decision was taken for revival and conversion of 32 posts of Junior Engineer (Civil)   into the cadre of JE (Mechanical) and JE (Electrical) in the Irrigation and Public Health Department.
  • It approved filling up 30 posts of Junior Engineers and 40 posts of Junior Office Assistants (JOA) IT, in agriculture department  from existing waiting list of HPSSC, if any.
  • To create and fill up the posts in newly opened  Government Degree College at Basdehra in district Una, Kaza in Lahaul- Spiti district, Jeori in district Shimla, Dadahu, Rhonat  and Pajauhta (Phati Patel) in Sirmaur district.
  • Creation of 23 posts of various categories in Panchayati Raj department.
  • To create and fill 23 posts of various categories in Youth Services and Sports Department.
  • It gave its approval to create four posts of Secretaries for District Legal Services Authorities.
  • To create three posts of Superintendent Grade-II in Himachal Pradesh Vidhan Sabha Secretariat.
  • Decision was taken  to engage two computer operators and one data entry operator on outsource basis in education department.

 

Other Important Decisions

The Cabinet decided to create Sub-Tehsil at Kunihar in Solan district and Riwalsar in Mandi district to facilitate the people.

It accorded approval to create Sub Tehsil at Lambloo in Hamirpur district.

Decision was taken for creation of new Forest Range Office at Khudian in district Kangra.

To fulfill the budget announcement of Chief Minister to provide subsidized ration to the inmates of Tibetan Children Villages (TCV), the Cabinet decided to provide subsidized ration to around 2000 inmates in TCV located at Dharamshala under special subsidized scheme.

 

Decision was taken to establish ‘State of Art’ Industrial training Institute  (ITI) at Baldhar in Nagrota Bagwan of district Kangra to fulfill the announcement of the Chief Minister.

The Cabinet gave its nod to open new IPH Sub Divisions at Bharari in district Bilaspur and at Jalog in district Shimla and a new IPH circle at Solan.

It decided to open new HPPWD Division at Tissa (Bhanjraroo)  and PWD Sub Division at Nakrod with Himgiri and Lesuin sections in district Chamba.

It decided to create new territorial Forest Circle at Solan by carving out Nalagarh division from Bilaspur and Solan division from Nahan circle.

The Cabinet decided to adjust the services of 116 members of watershed development teams (WDT) against various vacant posts in Rural Development Department, Panchayati Raj and Zila Parishad cadre.

 It decided to create two new patwar circle at Sartyola and Parlog in Karsog tehsil of Mandi district along-with creation of two posts of patwaris.

To facilitate the people for revenue related matter, the Cabinet decided to transfer/ re-organise seven mohals viz. Salag Sadi, Kando Nadi, Malagi-Dadyat, Chacheti, Sara-Kaila, Gatu-Navi and Khali Achhon from patwar circle Bharog-Baneri tehsil Dadahu to patwar circle Ajauli in tehsil Paonta Sahib in district Sirmaur.

The Cabinet gave its approval for Development Plan of Ghumarwin, Baijnath-Paprola, Amb-Gagret, Manikaran, and Sundernagar Planning Areas, Bir-Billing Special Plan Area and draft Development Plan for Rohru Planning Area.

As per announcement of the Chief Minister, decision was taken to upgrade various schools along-with creation of staff.

The Cabinet gave its nod to provide medical reimbursement facilities regular employees of Zila Parishad cadre and to come them under NPS by providing State share.

The Cabinet decided to convert the temporary Police Post Sainj  in Kumarsain of Shimla district into permanent one alongwith requisite staff.

It also decided to open Police Chowki at Tihra under Police Station Dharampur in district Mandi, Police Chowki at Gagal under Police Station Balh in district Mandi along-with requisite posts.

The Cabinet gave its approval to open Fire Post at Fatehpur in district Kangra and Padhar in Mandi district. The Cabinet decided to open new Fire Post at Bijhari (Dhatwal) in district Bilaspur.

 Decision was taken to double the washing allowance of H.P. Secretariat Drivers and Workshop Association from Rs. 30 to Rs 60 and to provide one additional uniform.

Decision was taken to declare Guru Sangyas (Guru-Chhan-Gyad) Fair, Rarang, district Kinnaur as State level fair.

As Eco village is an emerging concept in the process of being developed, the government intends to develop environment sustainable and ecologically oriented eco villages with the active collaboration with villagers to reduce the ecological footprints.  The Cabinet with the motive to achieve the purpose decided to adopt and frame the guidelines for developing five as Model Eco Villages, which include Charau in Shimla district, Deonthal in Sirmaur district, Damru in Kinnaur district, Bhanjraru in Chamba district and Tipra in Bilaspur district.

The Cabinet decided to upgrade eight veterinary hospitals viz. Mandi Rural, Sangrah in Sirmaur district, Shillai in Sirmaur district, Bangana in Una district, Salooni in Chamba district, Sujanpur in Hamirpur district and Jwalamukhi in district Kangra besides Dharampur in Mandi district  to sub divisional veterinary hospitals.

Health Sector

Decision was taken to create two posts of Deputy Director, Nursing  and Principal Nursing Officer for establishment of   Nursing Cell (Teaching Cadre)  in Department of Health and Family Welfare.

The Cabinet gave its approval to open new Ayurvedic Health Centre (AHC)  at village Devra in tehsil Arki of district Solan, at village Gatlog in GP Bhujand and village Debarghat in GP Shamra in district Sirmaur, at village Rasehar in GP Balla of district Kangra.

 The Cabinet also decided to create one post of Professor and one Post of Assistant Professor in the departments of Cardiology and Orthopaedics of IGMC, Shimla.

Decision was taken to fill up one post of Assistant Professor in  Pathology Department in Dr. Y.S. Parmar Government Medical College, Nahan.

Nod was given by the cabinet to upgrade CHC Dharampur in district Mandi to 50 bed Civil Hospital with as many as six posts.

The Cabinet decided to open PHC at Darpa Barkhata in district Mandi  and upgradation of PHC Tihra in Dharampur block in district Mandi to Community Health Center.

The Cabinet gave its nod to open HSC at Badhal in GP Badhal in district Shimla along-with creation of two posts.

It was decided in the meeting to open PHC at Maseran in district Mandi alongwith requisite staff.

The Cabinet decided to open Primary Health Centre at Nauni in district Solan.

It gave its approval to upgrade Health Sub Centre (HSC) Chabutra   in Hamirpur district to Primary Health Centre (PHC) , HSC Matal in GP Matal of district Shimla to PHC  along-with creation of requisite posts.

Decision was taken to run the course of Bachelor of Physiotherapy in private sector.
