H.P Cabinet decisions

In order to facilitate the candidates who are Bona-fide Himachali’s and who qualify the preliminary examination of Civil Services conducted by Union Public Service Commission, the Cabinet in its meeting held here today, decided to provide coaching assistance of Rs 30,000 per candidate as one time incentive or award, irrespective of income and caste thus fulfilling the announcement made by the Chief Minister in his Budget speech 2015-16. The scheme will come into force in financial year 2015-16.

Chief Minister Shri Virbhadra Singh presided over the meeting.

Approval was given to Governors Draft address to be delivered by the Governor on the inaugural day of the eleventh session of the Vidhan Sabha.

The Cabinet decided to continue/re-introduce with the ‘Malikana Hak’ scheme without fixing any unreasonable duration of its operation, for the residents of Shimla town residing in Krishna Nagar, Lakkar Bazar, Boileauganj, Chotta  Shimla,  who have houses constructed on government land since the British Era. Since few such encroachments had been regularized but still there are many who were bereft of this. 

The Cabinet gave its assent to the Revised Eco-Tourism Policy, 2016. The vision is to preserve and protect the natural Flora and Fauna and cultural heritage of the State, besides providing opportunities to the people to enhance their livelihood, generate resources for sustainable development and promote greater understanding through authentic Eco-tourism incentives. It also aims to make Himachal a leading eco-tourism destination with local participation and in eligibility criteria preference will be given to the People of Himachal Pradesh.

The Cabinet also gave its approval for regularizing policy for employees working under various societies in the Health and Family Welfare department who have been appointed as per R&P rules. The employees will continue to work in the same society against the concerned post which would be considered for conversion into RKS contract after three years and after eight years for regularization.  

Decision was taken to make mandatory the registration of retailers of tobacco products with a view to ban the sale of loose cigarettes & beedis and licensing of all the tobacco product retailers in the State with an aim to discourage the younger generation from consumption of tobacco products.

The Cabinet approved the Project Implementation Plan of World Bank funded Himachal Pradesh Horticulture development Project for Rs. 1114.75 crores.

The Cabinet also gave its nod to re-calculate the compensation amount in terms of section 24 (2) and first proviso of the Right to Fair and Compensation and Transparency in Land Acquisition and Rehabilitation and Resettlement Act 2013.

It was also informed that for improvement and strengthening the alternate routes from Parwanoo-Shimla due to the ongoing four-laning work a sum of  Rs 26.04 crore has been sanctioned by GoI as one time measure so as to ensure smooth motorable access to the commuters. These routes are Parwanoo to Dharampur via Kasauli, Parwanoo to Joharji via Bansar and Bhojnagar, and Chakki Mor to Bhojnagar.

The Cabinet also decided to de-notify Shri Naina Devi Ji out of Planning area liberating the same from the enforcement of Town and Country Planning Regulations and to facilitate the general public of the area.

Nod was given to transfer of the Government  land at Baddi  in Solan district in favour of Intelligence Bureau, Ministry of Home Affairs, Government of India for construction of State Intelligence Bureau office building

HEALTH ISSUES

The decision was made to upgrade Ayurveda Health Centre AHC, Upper Majhetli in Nagrota Bagwan to 10 bed Ayurvedic Hospital.

Nod was given to open Health Sub Centre at village Anji in Sirmaur district and in Village bambola in district Mandi with requisite posts to be filled.

It was also decided in the Cabinet to open PHC in Jagrupnagar in district Kangra and required post to be filled up.

It was also decided by the Cabinet to upgrade Community Health Centre (CHC) Fatehpur to 50 bed civil hospital in district Kangra.

It was informed in the meeting that a sum of Rs 150 crore was approved by GoI under Phase III of Prime Minister Swasthya Suraksha Yojna (PMSSY) for construction of Super Specialty block in IGMC Shimla. Out of this sanctioned amount the State Government will spend Rs 30 crore.

It was decided to shift Health Sub Centre Kamand to village Nalan in GP Kamand in district Mandi.

Approval was accorded to create six posts of Para-medical staff in newly opened Medical Block Rampur. The Cabinet also decided to open L-I, Trauma Centre in Indus Hospital, Shimla.

 POSTS TO BE FILLED/CREATED

  • Creation and Filling up of 88 posts of different categories under Integrated  Child Protection Scheme in eight districts of the State.
  • Filling up of 48 posts of various categories in Horticulture Produce Marketing and Processing Corporation Ltd.
  • Filling up of 16 posts of Bandman/Guardmen in Home Guards and Civil Defence department.
  • Filling up 12 posts of various categories in Planning department through direct recruitment.
  • Filling up 10 posts of Election Kanungo on contract basis.
  • To fill four posts of Youth Organisers in department of Youth Services & Sports (YSS) on contract basis.
  • Decided to fill five posts of drug Inspectors on contract basis in Health department.
  • Approval was accorded to fill one post of Assistant Professor (medical Oncologist) in Radio-therapy and Oncology department of IGMC Shimla.
  • Creation of one post of Patwari in Deha in Chopal.

The Cabinet also decided to relax the educational qualification for promotion of 26 water carriers to the post of cooks in Police department.

Nod was given to the scheme for replacing  the water tanks constructed under MNREGA in the private land of the beneficiaries/ farmers with Poly-Lined tanks/Pucca Tanks.

Nod was accorded by the Cabinet to relax certain norms pertaining to the construction of Parking cum commercial complex at Janchu-Ka-Nallah, in Mohal Seri in Mandi district which includes no deviation will be made by the developer from the approved plan and will give geological verification of the site besides the developer will also start work on the Jail Road Parking also in Mandi.

HYDEL SECTOR

  The Cabinet approved the change of location/elevation and enhancement of capacity to 15 MW of Pursore (5 MW) Hydel Electric Project in Kullu district with the condition that  the IPP will pay capacity addition charges and all the charges payable as per the policy for the projects above 5 MW including additional free power royality.

Approval was accorded in principle to set up as many as five  hydel power projects  upto 5 MW on Built, Operate and Transfer (BOT) basis , which includes Chanju Mehad (5 MW) and Mehled (3 MW) in district Chamba, Supin, Sundru and Tangnu all 5 MW in Shimla district.

It was also decided to enhance the authorized share capital of the Himachal Pradesh Power Corporation Ltd (HPPCL) from a sum of RS 1500 crore to RS 2000 crore

It was also decided to enhance the authorized share capital of the Himachal Pradesh Power Transmission Corporation Ltd (HPPTCL) from a sum of RS 200 crore to RS 250 crore.

Approval was accorded by the Cabinet to permit  M/s prodigy Hydro Power Private Limited to mortgage the assets and rights over leased land  in favour of PFC green Energy limited to raise the finances for implementing the Baner-II  (6 MW) HEP in district Kangra.

 

MISC

The Cabinet gave its approval for declaring the Chandi fair of Solan district, Paddar and Bhangrotu fairs of Mandi district and Lidwar fair of  Nagrota Bagwan of Kangra district  as district level fairs.

It was also decided to adopt the revised guidelines prescribing the procedure as laid down by GoI for promotions to the selection posts.

The Cabinet gave its approval for erecting statue of late Sh Rajeev Gandhi in the premises of Rajeev Gandhi Government Engineering College Kangra at Nagrota Bagwan. 

It was also decided to change the name of Government Engineering College Kotla (Jeuri) to Mahatama Gandhi Government Engineering College and its administrative block in the name of Rani Sahiba Shanti Devi ji.

Nod was given by the Cabinet to provide one more opportunity of Typing test to those who qualified written test under Limited Direct Recruitment (LDR).

It was decided to take over the Kusumbha Mata temple (Khegsu) near Luri in district Kullu and Mahamritunjay Temple at Mandi under the control of the government under the HP Public Religious Institutions and Charitable Endowments Act 1984.

Decision was taken to reduce entry Tax on Gold from existing 0.25% to 0.10 percent.

ACTS & AMENDMENTS

·     The Cabinet approved amendments in HP Administrative Tribunal Staff (condition of service) Rules 2015.

·     Nod was given to amend the schedule II appended to HP Tax on entry of goods into Local Area Act, 2010.

·     The Cabinet approved amendment in HP Panchayati Raj Act 1994.

·     The Cabinet approved to amend regulation 5 of HPPSC (Members) Regulation, 1974.

·     Amendment in R&P rules for the post of Block Development Officers.

·     The Cabinet approved Amendment in HP Grant-in-Aid to non-government colleges Rules 2008 in r/o SVSD College Bhatoli in Una

·     It also accorded approval to carry out amendment in HP Judicial Services rules 2004.

·     Approved amendment in HP protection of interests of Depositors (in financial establishments) Act 1999

·     Cabinet also accorded approval for amendments in the guidelines for appointment/ selection of Anganwari Workers/helpers, wherein the annual income limit has been enhanced to Rs 35,000 from existing Rs 20,000 besides transfer provisions.
