Revenue services get facelift in Himachal Pradesh

With a view to facilitate people of the State, the Government has taken various initiatives for strengthening and modernization of the Revenue Department. This has helped in responsive and better administration besides providing revenue services to the people  at their door steps in a systematic and efficient manner.

For the convenience of the general public and to ensure better administration, the State Government has opened nine offices of Sub Divisional Officer (Civil), 14 Tehsil offices and 29 Sub-Tehsil Offices. The new H.P. Lease Rules, 2013 and H.P. Lease (Amendment) Rules, 2016 were framed for grant of government land on lease basis by simplifying the procedures and rates of lease rent in the interest of development of the State.

The State has 21392 revenue villages and the data entry work of Record-of-Right (RoR) has been completed in all villages except the villages under settlement operations. The data has been made available online for the general public. The Government has authorized the Lok Mitra Kendras to issue copies of RoR having digital signatures to the general public. These copies have been given legal sanctity by the Government and the Revenue Department has achieved the goal of making them available on web based server. The work of digitization of Cadastral Map has been started in all districts and three service providers have been selected for this work.

The Computer centres have been established at Tehsil, Sub-Division and District level. The State Data Centre has been established in I.T department at Shimla and the data of computerized RoR has been hosted on the server established at State Data Centre. The data of RoR has been shifted from Tehsil based client server to the web based server of the State Data Centre. The computerization of registration process has also been completed in all Sub Registrar offices and the work of registration has been inter-related with RoR throughout the State. The valuation details of land have been made available on website of Revenue Department as per circle rates fixed by the concerned District Collectors.

The department has successfully started issuing 14 types of certificates online under e-district project. Two computers along-with printer have been provided to each Tehsil and Sub Tehsil for the purpose. The State Government has launched a scheme for allotment of three biswas of land in rural and two biswas in urban areas to weaker sections of the society for construction of residential houses.

The Revenue Department has notified seven services to be provided by the Patwari, Naib Tehsildar and Tehsildar to general public in a time bound manner under the provisions of H.P. Public Service Guarantee Act. These services include supply of copies of revenue records, reports for issuance of various certificates, report of damages due to natural calamities, entry of mutation, issuance of certificate, attestation of affidavit or power of attorney and registration of mutation. 

The e-stamping system has also been rolled on in Kinnaur and Lahaul-Spiti districts as well and now this system is prevalent throughout the State. The State has also implemented e-court fee system and the stamp duty has been reduced in favour of women at the rate of four percent. The stamp duty in favour of Self Help Groups has been reduced at the rate of Rs. 10 in mortgage deeds. The State Government has decided for re-organization of Kanungo circles and patwar circles and there will be a Kanungo circle on minimum six Patwar Circles in the State. So far, six new Patwar Circles have been created in the State.

During last four years, 2140 Patwaris have been given appointment after imparting training which has benefited the people for getting the revenue record in time and proper manner. Likewise, the posts of class IV has also been created and filled up in 2288 Patwar Circles of the State.

As many as 154 additional posts of Kanungo and equal number of posts of class IV has been filled up. 42 additional record rooms have been created along-with filling up of 42 posts of Record Keeper, 35 posts of Kanungo, 36 posts of Tracer Patwari and 35 posts of Basta Bardar/Peon.
