January 2005 |
The Himachal Pradesh Cabinet decided to raise another India Reserve Battalion
in the State and also approved for creation of 1007 posts for it . |

The Cabinet gave approval
for enhancing the rates of gratuitous relief on loss of sheep/goat due to natural
calamity from Rs. 750 to Rs. 1000 per sheep/goat under H.P. Emergency Relief Manual.

The Cabinet gave approval for inviting competitive bids for the sale of free power
being received by the state from various hydel projects and the loss on account
of this to the State Electricity Board would be compensated by the State Government.

Cabinet gave approval for the Draft Bill Himachal Pradesh Value Added Tax Bill
for obtaining the concurrence of Govt. of India. |

The Cabinet also approved the draft loose for H.P. Persons with Disabilities (Equal

Cabinet gave approval for waiving off guarantee fee and commitment charges in

The Himachal Pradesh Cabinet approved for filling up of 128 posts of regular Patwaris,
in Mohal side and providing training to 241 candidates including 10 daily waged
Patwaris. |

approved restoration of rent-free accommodation to Patwaris. |
| The
Cabinet made it mandatory for the village level Government functionaries of the
various departments to attend Gram Sabha meetings. |

The Cabinet approved that Up- Pradhans will be elected by the Gram Panchayat members
from amongst themselves. It was further approved that Gram Panchayats will have
only two standing committees namely Works committee and Budget Committee instead
of existing seven Committees. |

Cabinet approved that MLAs and MPs will be permanent invitees and non voting members
of the Panchayat Samiti and Zila Parishad. It was further decided Gram Sabha area
could only be organized and bifurcated only on the request of Gram Sabha. |

Himachal Pradesh Cabinet decided to allot all mini and micro hydel projects upto
1 MW to bonafide Himachalis and upto 2 MW to cooperative societies of bonafide
Himachalis. |
| The
Cabinet approved amendment in Himachal Pradesh State Legal Services authority
rules, 1995 and gave approval to enhance the income limit from Rs. 25,000 to Rs.
50,000 for free legal aid. |

Cabinet gave approval to regularize 37 posts of Junior Engineers in PWD and 9
in I PH Department. |

April, 2005 |
The Himachal Pradesh Cabinet decided to levy and impose Professional tax on members
of Council of Ministers including Chief Minister, Chief Parliamentary Secretaries,
Parliamentary Secretaries, MLAs, Chairmen, Vice Chairmen, of Boards, Corporations
and Authorities. All of them will pay Professional Tax @ Rs 200/ - per month and
exempted all non income tax payees from paying Professional Tax. No one upto income
of Rs. 1.20 lacs will have not to pay any professional Tax now. |
| The
Cabinet decided to regularize the services of 628 contract teachers working against
the posts of JBTs in Primary Education Department on completion of 8 years service
on 31.1.2.2004 w.e.f. 1st January, 2005. |

The Cabinet decided to rationalize the stamp duty from its present rate of 12
percent to 8 percent. |
| The
Cabinet gave approval for a proposal for making society for three Museums of the
State situated at Shimla, Dharamshala and Chamba. |
|
The Cabinet gave approval for proposal regarding sale of 12 percent Energy available
from Nathpa Jhakri Hydroelectric Project through PTC India Ltd. and the PTC shall
make fortnightly payment to the government. This arrangement will bring additional
income of about Rs.18 crore to the State till 31st October, 2005. |

Cabinet gave approval to issue letter of Intent/License to set up Brewery at Jawali
in District Kangra in favour of M/S. TEFCIL Breweries Ltd |

Cabinet reviewed security deposit for signing of MOU in respect of small hydroelectric
project upto 5 MW being executed by Himurja and decided to reduce it from Rs.
two lacs to Rs. one lac in the shape of Demand Draft. |

and M/s Himalayan Ski Village Pvt. Ltd. for the investigation and implementation

to regulate Colonies and property transaction. |

Cabinet decided that Urban Rent Control Act would also be applicable in SAD Area
of New Shimla, Dhalli and Tutu. |

Himachal Pradesh Cabinet approved 50 percent D.A. merger of its employees w.e.f.
1.4.2004 and its conversion into Dearness Pay as per the commitment of the State
Government. This will benefit over 1.70 lac employees. |

Cabinet approved the H.P. Fiscal Responsibility And Budget Management Ordinance,2005
to bring it in line with the recommendations of 12th Finance Commission |

Rules,2005 which prescribes various statements to be laid before Vidhan Sabha
depicting the fiscal position of the State. |

current academic session i.e. 2005-2006. |

The Cabinet decided to grant the revised pay scales of Rs. 1800-3200 on Punjab
pattern to all the Craft Instructors working in the Technical Education Department

Cabinet gave approval to start two years Ayurvedic Pharmacist Training Course
to train 300 candidates. |

Centre of H.P. University at Dharamshala. |

Cabinet decided to enhance the existing promotion quota from 10 percent to 15
percent of Class-IV employees to the post of Clerk as a one-time measure. |

Cabinet approved to fill up 1007 posts of different categories for the newly created
IIIrd India Reserve Battalion. |

The Cabinet approved to relax the upper age limit of one year in respect of general
categories from 22 to 23 years and 24 to 25 years in respect of SC/ST/OBC/Home
Guards and outstanding sportspersons by making amendment in rule 12.15(1) in PPR
to give sufficient opportunities to aspirants to take part in the recruitment
for the posts of constables in the Police Department. |
| The
Cabinet approved the proposal for upgradation of Police Post Chirgaon and Nerwa
in Shimla District to full fledged Police Station. |

Cabinet approved to enhance Court Dress money limit from Rs. 2,500 to Rs. 5,000
once in three years of Law Officers of the Prosecution Department |

The Government has decided to exempt food grains and kerosene supplied under the
BPL, Antodaya Anna Yojna and Annapurna Yojna from levying of Value Added Tax. |

Government has decided to provide an incentive of rebate of 10 percent of the
tax payable for any quarter and a rebate of 15 percent of the tax paid in advance
for any financial year to encourage advance payment and voluntarily compliance
of tax under H.P. Tax on Professions, Trades, Callings and Employment Act,2005.

The Government has decided to amend scheduled A&B of HP Value Added Tax Act,2005
to incorporate certain more items under tax free goods and goods taxable @ 4 percent. |

The Government has decided to enhance Import Fee on beer to Rs. 50/- per case
with a view to keep competitive edge in favour of the manufacturers of Himachal
Pradesh. |

The Government has decided to rationalize rates of tax on Timber, Arms and Ammunition
and Lottery tickets under the H.P. Value Added Tax Act,2005. The Government has
decided to rationalize of VAT rates on limestone under the Himachal Pradesh Value
Added Tax Act, 2005. |

The Government has decided to allow sale of goods made to the Central/State/Union
Territory Government Departments @ 4 percent on furnishing of a declaration in
form 'D'. |

Government has decided to introduce a "Summary Assessment Scheme" for liquidating
the pending assessment cases under the H.P. General Sales Tax Act, 1968/ Central
Sales Tax Act, 1956 upto year 2003-2004. |
| It
was also decided to exempt CSD Canteen and fertilizer from the operation of VAT.

The Cabinet approved to amend the Himachal Pradesh Motor Vehicles Rules. |
|
The Cabinet approved promulgation of Ordinance to amend the Himachal Pradesh Motor
Vehicles Taxation Act,1972 to do away with charging of Special Road Tax and penalty
during the period of impoundment/seizure of a vehicle. |
|
The Cabinet decided to levy concessional rate of Central Sales Tax on inter-State
sale of Information Technology and Bio-Technology goods manufactured in the State
@ one percent. |
|
The Cabinet decided to enhance the State Government guarantee from Rs. One crore
to Rs. Two crores for taking loan by the Himachal Pradesh Monorities Finance and
Development Corporation from the National Handicapped Finance and Development. |
|
The Cabinet approved to enhance the State Government Guarantee for obtaining loan
from the National Commission for Safai Karamcharis from Rs. Two crores to Rs.
Five crores. |
| The
Cabinet approved the proposal for recommending to NCDC for starting ICDPs in District
Kinnaur and Lahaul & Spiti on which a sum of Rs. 4.33 crores and Rs. 4.14 crores
would be spent. |

Himachal Pradesh Cabinet decided to implement Market Intervention Scheme (MIS)
for apple and mango during the year 2005. The MIS for apples will be implemented
from Ist August 2005 to 31st October, 2005 and for mango from 1.7.2005 to 15.8.2005.
Under the scheme, Marketable Apples will be procured @ Rs.4.25 per kg. in the
apple growing area of the Pradesh in 60 kg bags, 20 kg crate/carton etc.The procurement
agencies for operation would be HPMC and HIMFED. |

The Cabinet also approved the Policy regarding Carton Subsidy for providing packing
cases to various fruit growers for the year 2005-06 |
| The
Cabinet approved Procurement of Mango fruits under Market Intervention Scheme
(MIS)-2005. Under the scheme Seedling mango will be procured @ Rs. 3.58 per kg
and Grafted Mango @ Rs. 4.25 per kg. |
| | The
Cabinet also approved sale of 22 percent power available from Nathp;a Jhakri Hydro
electric Project in lieu of equity of the State Government to Punjab, Haryana
and NCT of Delhi. |

The Cabinet approved introduction of Pension Scheme to the employees of H.P. Board
of School Education, Dharamsala. |
| The
Cabinet decided to amend the H.P.Value Added Tax Act, 2005 to allow the; incentives
already announced by the Government before 31.03.2005 to industrial units registered
before or after the commencement of this Act by promulgation of an ordinance.

The Cabinet approved creation of one temporary Division at Bassi and one Sub-Division
at Tarsooh for completion of Changer Area Medium Irrigation Project in District
Bilaspur. |

The Cabinet decided to reduce the stamp duty from 9 percent to 5 percent in favour
of those allottees of the erstwhile Himachal Pradesh Nagar Vikas Pradhikaran who
have already executed the lease deeds in favour of the said Pradhikaran |
| 29th
July,2005 | The
Cabinet approved merger of 50 percent dearness relief of the pensioners with basic
pension/family pension from 1st April, 2004. The arrears on account of this will
be given in installments.
This will benefit about 85,000 pensioners of the State Government. |
| | The
Himachal Pradesh Cabinet approved several amendments in the H.P. Municipal Corporation
Act,1994 and the H.P. Municipal Act,1994. The
amendments are aimed at primarily enhancing penalties related to offences of felling
of trees and failure of residents to obtain sewerage connection/pay user charges
for sewerage. The
Cabinet approved certain amendments in the Himachal Pradesh Municipal Act,1994
applicable to the Municipalities. The
first amendment proposes to delete the provision of more than two living children
norm which presently disqualifies a person from the elections of the Urban Local
Bodies on the pattern of a similar amendment notified by the Department of Panchayati
Raj in May,2005. The
second amendment proposes to make sewerage connection mandatory in all the municipalities
on the analogy of Municipal Corporation, Shimla and to provide similar penalty
for violation. The
third amendment is regarding restriction on feeding monkeys, langoors and other
stray animals in public places and prohibition on spitting in public place/throwing
garbage/refuse in public place etc. Another
amendment is proposed for making collection and disposal of garbage in a prescribed
manner on payment of fee as may be fixed by the Government. It
is also proposed to enhance the existing provision of population scales prescribed
under this Act to determine the number of wards/seats of each municipality for
elections. |
| | The
Cabinet decided to upgrade the schools for Visually Impaired and Speech/hearing
Impaired Children Boys at Dhalli and Girls at Sundernagar from 5th standard to
10th standard being run by the H.P. Child Welfare Council. |
| | The
Cabinet gave approval for creation of three new (Regional Transport Offices) at
Chamba, Una and Sirmour at Nahan alongwith supporting staff. |
| | The
Cabinet decided to replace the Himachal Pradesh Tax on Professions, Trades, Callings

is decided to replace the Himachal Pradesh Value Added Tax (Amendment) Ordinance,2005
(Himachal Pradesh Ordinance No. 8 of 2005) by the Himachal Pradesh Value Added
Tax (Amendment) Bill, 2005 under the Himachal Pradesh Value Added Tax Act,2005. |

Cabinet approved the draft Ground Water Regulation and Control of Development
and Management) Bill, 2005 to be introduced in the ensuing monsoon session of
the Vidhan Sabha. |

Cabinet gave approval for to amending certain provisions of Himachal Pradesh Universities
of Agriculture, Horticulture and Forestry Act,1986. The Cabinet also approved

Himachal Pradesh Cabinet approved the creation of Directorate of Elementary Education |
| | The
Cabinet decided that hydel projects above 5 MWs and upto 100 MWs shall be allotted
through MOU route and hydel projects above 100 MWs through International Competitive
bidding. State Government shall have an option to have minimum 30 percent equity
participation in projects above 100 MWs. |
| | It
was also decided that hydel projects upto 5 MWs shall be handled by HIMURJA in
which preference shall be given to bonafide Himachalis and cooperatives. |
| | The
Cabinet in order to sale Turpentine oil and Rosin from the Rosin & Turpentine
Oil Factories at Nahan and Bilaspur and to generate more revenue decided to introduce
a system of calling sealed tenders on bimonthly basis and the rate will be applicable
for the in between period. 60 percent of the Turpentine oil in terms of volume
will be reserved for local units, which would take case of their concerns. |
| | For
Rosin the same procedure would be followed but reserve as hitherto fore 40 percent
for local units will continue. This too will be tried for only one year and will
be reviewed thereafter. |

The Cabinet approved giving of transportation subsidy on apple packaging material
to the fruit growers in the flood affected areas of the Kinnaur district. |
| | The
Cabinet also approved amendment to the Himachal Pradesh Motor Vehicles Taxation
Act,1972 to the effect that Special Road Tax and penalty shall not be levied charged
from Stage Carriage Operators whose buses are impounded for non-payment of tax.
It has also been approved further that the amendment shall have retrospective
effect i.e. with effect from Ist January, 2000 the date from which Special Road
Tax was prescribed. |

Cabinet also approved the proposal regarding grant of ex-gratia in lieu of bonus
to the officers/officials of the Himachal Pradesh State Civil Supplies Corporation
Ltd. For the years 2002-03 and 2003-04. |
| | The
Cabinet approved the Value Added Tax Rules. |
| 13thOctober
,2005 | The
Himachal Pradesh Cabinet decided to transfer 11-24-31 hectare of land to Railways
free of cost for construction of Nangal-Talwara Railway Line for early implementation
of the project. |
| | Cabinet
also decided to fill up 51 posts of Veterinary Officers on contract basis to meet
the veterinary health services requirements of the people especially of those
residing in remote and tribal areas of the State. |
| | The
Cabinet decided to regularize the services of 170 posts of Peons and 93 posts
of Sweepers who were working as Part Time workers against the posts of Class-IV. |

It has also approved the
proposal for making necessary amendment in Rule-5 (4) of the HP. State Legal Services
Authority Rules, 1995. |
| | The
Cabinet has also decided that the one-time sewerage connection charges would be
reduced to Rs. 400 from Rs. 1000 toilet seat for domestic and Rs. 800 from Rs.
1500 per seat for commercial users. There shall be no application fee for the
domestic and commercial sewerage connection. In case where houses/hostels have
septic tanks or are already connecting the existing system, no fresh connection
charges would be levied. |
| | The
Cabinet also gave its approval for creation of 29 teaching and non-teaching staff
posts for Government College, Shillai, District Sirmour. |
| | The
Cabinet approved
the policies/norms with regard to issue of NOC for the introduction of BPE/BPED
courses on regular basis in the private sector in the State. |
| 24thOctober
,2005 | The
Himachal Pradesh Cabinet in its meeting decided to take over the Maharaja Sansar
Chand Memorial Degree College, Thural, in District Kangra under the control of
the State Government. |
| | The
Cabinet decided to fill up 50 posts of different categories in the Excise and
Taxation Department on regular and contract basis which included 20 posts of Excise
and Taxation Inspectors on regular basis, while 20 posts of clerks and steno typists
and 10 posts of peons were approved for filling up on contract basis. |
| | It
has also been decided to transfer 3298.90 square meters of State Government land
to the Union Ministry of Defence for setting up of poly-clinic at Hamirpur under
Ex-Servicemen Contributory Health Scheme free of cost. |
| 18th
Nov, 2005 | The
Himachal Pradesh Cabinet in its meeting approved the grant of social security
pension to 14,768 additional eligible beneficiaries, which included 9,952 old
age, 4,495 widows and 21 handicapped, with effect from 1st October, 2005 which
fulfills the announcement of the Chief Minister made in his budget speech on 11
th March,2005 in the Himachal Pradesh Vidhan Sabha, to provide social security
pension to 15,000 additional beneficiaries during the current financial year.
With this the number of the Social Security Pensioners has increased to over 2.10
lakh in the State. |
| The
Cabinet decided to implement Market Intervention scheme for Kinnow, Malta, Sangtra
and Galgal, citrus fruits from 21st November, 2005 to 15th February, 2006 and
approved procurement price of Rs. 4.85 per kg for B Grade Kinnow, Malta and Sangtra
and Rs. 4.25 per kg. for C grade. Galgal of all grades would be granted a procurement
price of Rs. 3.15 per kg. The MIS shall be implemented at 52 collection centres
which included 20 in District Kangra, 12 in District Mandi, 5 each in District
Una, Hamirpur and Bilaspsur and 2 each in Sirmour and Solan Districts beside one
in District Kullu. The HPMC, HIMFED and HP Agro Industries Corporation would be
the procurement agencies for the operation and fruit will be procured direct from
the orchards having horticulture card while 2.5 percent additional fruit will
be procured from the growers to meet out the evapo transportation losses. |
| The
Cabinet decided to provide Rs. 2.39 crore on account of transportation subsidy
on apple boxes to the orchardists of the flood affected areas of District Kinnaur. |
|
The Cabinet decided to create 159 teaching and non teaching posts in the Education
Department for 9 high schools and 16 middle schools and some of the posts would
be filled up on contract basis and evenly distributed amongst the existing schools
to maintain a healthy mix of regular and contract staff. |
| The
Cabinet approved raising of an Ecological Infantry Battalion of Territorial Army
for the State of Himachal Pradesh with one Infantry Company consisting of 3 officers,
5 junior commissioned officers and 139 exservicemen of the State. The role of
the company will be to carry out plantation and ensure its maximum survival rate
and supplement the endeavour of the State Government towards increase in the green
cover. |
| The
Cabinet approved filling up of seven posts of Treasury Officers on regular basis.
It also approved one post of Senior Law Officer to that of Assistant Legal Remembrancer-cum-Under
Secretary Official Language. |
| The
Cabinet approved an amendment in the Himachal Pradesh state Commission for Backward
Classes, Order, 1993, and the Himachal Pradesh State Commission for Backward Classes
(Salary, Allowances and other terms and conditions of the Service of Members),
Rules, 1995 to remove the ambiguity in the interpretation of terms and conditions
of the service of the members of the H.P.State Commission for Backward Classes,
Himachal Pradesh. |
| The
Cabinet decided to prescribe the minimum educational qualification for the post
of constable as plus two after considering the recommendations of the Central
and State Government Commissions and Committees constituted to examine the inadequacies

Cabinet in its meeting decided that the 'non competition zone' in which Ford Ski
Village is being proposed covering the area from Rohtang Pass to Chandrakani Pass
would be allowed for free competition amongst all potential tourism projects,
so as to ensure equal opportunity to all other entrepreneurs. The cabinet also
approved that detailed project report be also prepared by the investors. |

Cabinet also approved a World Bank State Road Project worth Rs. 1150 crore for
upgradation of core roads network comprising of State Highways and major district
roads for better road connectivity. The project envisages either double link or
intermediate lane standard for State Highways and major district roads. The Cabinet
also authorized the State Works Department to undertake retroactive funding of
world bank project for utilizing Rs. 130 crore from consolidated fund of Himachal
Pradesh. Cabinet also authorized expenditure of Rs. 30 crore for Black Tapping
of roads in Pradesh. |

27th Dec. 2005 | The
Himachal Pradesh Cabinet decided to create 258 posts of different categories in
the Education, Forest and Irrigation and Public Health Department. The Cabinet
decided to create 258 posts in three of the Government Departments which includes
170 posts of teaching and non-teacing categories in 12 middle and 14 high schools
of the state, 62 posts of the Forest Rangers would also be filled in the Forest
Department besides 26 posts of Assistant Engineers in the Irrigation and Public
Health Department which would be filled in under direct recruitment process. |
