Land Record and Land Revenue at a click of button

               Himachal Pradesh is predominantly an agrarian State and land is the largest natural resource available to the people. Although the efforts to bring about improvements in the existing manual system of maintenance of land records is in place, but with the passage of time and present day technology, the system is not in a position to deliver the services to the people with considerable speed. As a result, the Government of Himachal Pradesh is laying emphasis on computerization of land revenue and land record so that people can get information about land and related activities at a click of button. This novel initiative of the State Government would go a long way in improving the present process of acquiring, storing, processing and retrieving such information.

         The State Government has developed ‘HimBhoomi’ software for the computerization of revenue records. The existing manual system of land records has been computerized keeping in view the present requirements. The computerization of land revenue and land record would facilitate its replication elsewhere in the State without any inconvenience. This would also include land reforms detail, assignment of unique code to each individual appearing in any capacity in land records facilitating them to know the extent of land possessed and facility of online mutation entry and generation of ‘Nakal’ and ‘Jamabandi’ of land. Furthermore, ‘Gram Nideshika’ would help in entering all the revenue administration related locational codes likes patwar circles, Kanungo circles etc. into the census information.

In an endeavour to allay the hassles faced by the people of the State while handling manual system of land revenue, out of total 118 Tehsils and Sub-Tehsils of the State, the Land Records of 109 Tehsils and Sub-Tehsils have already been computerized, 95 Tehsils and Sub-Tehsils have been made on-line where computerized copies of Jamabandi are being made available to the people. The data entry work of 20,087 villages out of 21,119 villages has been completed and settlement work of remaining 1011 villages is in progress. The process of setting up of Computer Centre in 5 newly created Tehsils and 2 Sub-Divisions is underway and an amount of Rs 6.47 crore is being spent for this purpose.  

The State Government is establishing Data Centre at District Headquarters and the work of Digitization of Mussabies in Sirmour and other districts is in progress. The settlement of land in Sirmour district is being undertaken with modernized techniques of land record and measurement. The State is spending a sum of Rs. 9.58 crore under National Land Record Modernization Programme (NLRMP) in Hamirpur, Sirmour and Mandi districts of the State.

With a view to provide better working facility at grass-root level, the Government is spending Rs. 4.50 lakh on construction of each Patwarkhana and Kanungo Bhawans under Revenue Housing Scheme, in the State. The Government has spent Rs.5.00 crore for construction of 125 Patwarkhana and 14 Field Kanungo Bhawans during the year 2008 whereas an amount of Rs 5.24 crore is being spent during current financial year for the purpose.

 In order to check the use of fake stamp papers, the State Government has decided to install Franking Machines in 33 Sub-Registrar offices on pilot basis in the State, with an approximate cost of Rs 53 lakh. So far 10 such Franking machines have been installed at Bilaspur, Chamba, Hamirpur, Nurpur, Kullu, Mandi, Shimla, Nalagarh, Paonta-Sahib & Una Tehsils of the State.
