NOTIFICATION

 

The Governor, Himachal Pradesh, is pleased to make the Scheme for Constitution and Administration of the Journalists Welfare Fund as under:

 

1. Title of the Scheme

 

This Scheme will be called as Himachal Pradesh Journalist Welfare Fund.

 

2. Period of Operation

 

It shall come into force w.e.f. financial year 2002-2003 and shall be operative in the subsequent years.

 

3. Purpose of the Fund

 

The purpose of this fund will be to provide financial assistance to the journalists or their dependents in distress.

 

4.Constitution and Administration of the Fund

 

The fund will be administered by the Govt. and will be operated by the

committee comprising :-

 

Chief Minister                                                                       Chairman

 

Minister-in-charge of Information

& Public Relations, H.P.                                                     Vice-Chairman.

 

Secretary, Information & Public Relations to the

 

Govt. of H.P.                                                                          Member.

 

Finance Secretary or his representative in rank of

 

Deputy Secretary and above to the Govt. of H.P.          Member.

 

Two representatives of H.P. State Journalists Federations.  Member.

 

Director (I & PR)                                                                   Member Secretary.

 

No TA/DA will be allowed to the members. The committee shall meet as and when necessary, at least once in a year.

 

5. Corpus of the Fund

 

The fund will be set up with the

  1. Grant from the State Govt. or any agency.
  2. Any amount received from donation for the purpose.
  3. Rupees one hundred annual contribution by the journalists. Only those contributing for the fund will be eligible for assistance.

 

  1. The amount available in the fund will be

deposited in the Bank which will be withdrawn only for grant to the journalists.

  1. Payment from the Fund should be restricted to the interest earnings only. A minimum of Rs. 2 lacs would always be available in the corpus.

 

6. Eligibility for availing assistance from the Fund

 

i)

A journalist

for

the

purpose

of the

 

scheme would mean to be Working

 

Journalists

and

other

newspaper

 

employees' conditions of services and

 

Miscellaneous  Provisions

Act,  1955

 

and who is performing field duty.

ii)

Journalist

entitled

for

availing

 

assistance  under  this  scheme  will

 

mean  a  journalist  who  has  been

 

working for at least three years for

 

any newspaper or news agency.

iii)

Working

Journalists who are

 

incapacitated

to

pursue

their

 

vocations   due   to   ill   health/

 

involvement in major accident.

iv)

Journalist

whose

annual

income

 

from  all  sources  is  less  than

 

40,000.

 

 

 

 

 

 

  1. Only one time grant will be given.

 

  1. The financial assistance to the dependents of deceased journalists will be in the following order of priority and will be given only to one member of the family:
    1. Widow or widows
    2. Father
    3. Mother
    4. Unemployed son/below age of 25 years.
    5. Unemployed and unmarried daughter below 25 years.

 

 

vii) Application for grant of financial assistance under the scheme will be submitted to the member-secretary who will put the same before the committee for approval. The application should be in the prescribed form approved for the purpose (annexure-II) from:

  1. A Revenue Officer not below the rank of Tehsildar of the area.
  2. District Public Relations Officers of the respective district.

7. General

 

Grant of Financial assistance from the fund to any working journalist is not a matter of right. Assistance would be extended depending on the committee's satisfaction regarding the eligibility/merits of the cases and the financial resources available for the purpose. The committee reserves the right to reject or accept any application without assigning any reasons therefore.
